My guiding principle as an illustrator is to tell a visual story. Oftentimes, besides the primary one, there are secondary stories being told in the same image.
In the picture below, the prime story is of a little girl who has lost her beach ball - it is on its way to Canada. The barge in the background and the sleeping man in the foreground give more information, and either augment the main story, or change its direction.
